for 和to 没有前后关系 for admission（陈述） 是 the departmental standards（部门标准） 的后置定语。 而to the objective（目标）又是admission的后置定语。 更细一点说，declared （公布的）还是the objective 的后置定语。for和to的作用都是组成介词短语，做后置定语用。
