if 作“是否”解时，多用于口语，引出宾语从句，不能直接跟or not连用。
whether 多用于书面语中，可与or或or not连用，除引出宾语从句外，还可引出主语从句、表语从句、同位语从句或与不定式连用。
第二句的whether是引导主语从句。
第三句：what is known to us all是what引导的主语从句；a developed country belonging to the First World. 其中的belonging当定语，修饰前面的country,相当于定语从句，which/that belongs to 。
2. Whether引导主语从句位于句首时，不能用if替代，主要是为了避免误以为if（如果……）
3. What is known to us all主语从句，belonging to...是现在分词短语作定语，相当于：which belongs to the First World
